Судя по всему, используется какая-то визуалстудийная дллка. После ручной регистрации vaiec.dll программа ищет 6c736d4f-cbd1-11d0-b3a2-00a0c91e29fe а это ProgID valec.exe из Visual Studio Tools Всё-таки, это неправильный способ борьбы с проблемой. В любом случае, если причина в VS, то программу вряд ли удастся запечатать...
